The UK has the highest amount of congestion in Europe, largely because cars are used for many short journeys that could be done on foot or by bicycle.
Most people take the daily commute to work in the car, which in some cases is the only way, however, so many people live within walking/cycling distance of their workplace, yet still choose to drive.
